Wiltshire Police Detective Superintendent Steve Fulcher did not caution taxi driver Christopher Halliwell when he led the police officer to the grave of Becky Godden in 2011. Halliwell was a serial killer. Fulcher's oversight led to his dismissal from the Wiltshire police force.
